When you see anything written in capital letters, this usually means the person is overly excited or angry AF! When the note is placed on your windshield, then the likelihood is the latter. Here the person was very angry by the way the vehicle was parked across the entire path. The driver probably felt stupid reading this and thinking that someone is sliding around their vehicle.
